Add the following jobs to the Linter workflow:

• Rust Linter
• Rust Code Formatter
• Dockerfile Linter

They are all defined in the same file. Not sure if this is good practice, but it feels like it would be overkill to have separate workflows for each job.

i changed the runner to an x86_64 machine, so I also changed your Hadolint install to get the correct version
