Check extension's dependencies are installed 6ace70a973

fix: keep F5 debugging working (js-debug network-view workaround) ... a8e965f6f8

js-debug auto-attach enables Node's inspector network instrumentation, which
aborts the Extension Development Host (SIGABRT / exit code 6 on macOS, 134 on
Windows) about a second after F5, at 'Loading development extension' and before
any extension code runs.

Disable debug.javascript.enableNetworkView in the multi-root workspace and in
the extension folder so js-debug never calls Network.enable and never installs
the crashing inspector listener. Breakpoints, stepping, the debug console and
source maps are unaffected.

Refs microsoft/vscode#336233, nodejs/node#66551 (fix: nodejs/node#66552).

Rename src/commands/dependencies to src/commands/services ... 3fb30f34b6

The folder holds the VS Code-backed collaborators injected into command handlers (dependency injection), not toolchain dependencies, and its old name clashed with the new src/dependencies/ module. Imports updated in extension.ts; no behavior change.
